Sony BVH-3100 1" Machine AS is for Parts/Not Working (system error)

This listing is for a Sony BVH-3100 1" Machine.  It does not work properly.  It does power on but will not pull tape---it comes up as a system error on the control panel when trying to play. The head does not spin well at all. Very very hard to turn.  It is sold as is for parts only.  No returns are accepted.  No reels included.
